KINGSTON, N.Y. >> Property owners in most Ulster County municipalities will see their county property tax rates decline this year.
The decreases are the result of a $325 million county budget for 2017 that reduces the total amount to be generated by property taxes by 0.25 percent from the 2016 level.
Taxpayers in the towns of Denning, Kingston, New Paltz and Ulster will see an increase in their county tax rates this year. The rates will drop in the county’s other 16 towns and the city of Kingston.
County Budget Director Burt Gulnick said the handful of increases are due to property values in the towns and a change in their equalization rates.
“If the equalization rate goes down, the tax rate goes up,” Gulnick said.
Equalization rates are set by the state and are designed to account for differing assessment practices across municipal lines and the assessed values of a property as it compares to the market value.
Hein unveiled a 2017 county budget in September that reduced both spending and the amount to be raised by taxes. The county Legislature, while making changes to that budget to reflect its priorities, adopted a budget with a bottom line unchanged from Hein’s $325 million plan.
Ulster County property tax rates for 2017 will be as follows.
* Denning: $25.16 per $1,000 of assessed value, up 5 percent from $23.96 in 2016.
* Esopus: $4.34 per $1,000, down 0.7 percent from $4.37.
* Gardiner: $4.64 per $1,000, down 0.6 percent from $4.67.
* Hardenburgh: $6.89 per $1,000, down 0.7 percent from $6.94 .
* Hurley: $4.34 per $1,000, down 0.9 percent from $4.38.
* City of Kingston: $4.33 per $1,000, down, 0.7 percent from $4.36.
* Town of Kingston: $4.67 per $1,000, up 4 percent from $4.49.
* Lloyd: $4.33 per $1,000, down 0.9 percent from $4.37.
* Marbletown: $4.32 per $1,000, down 0.7 percent from $4.35.
* Marlborough: $4.37 per $1,000, down 0.9 percent from $4.41.
* New Paltz: $4.32 per $1,000, up 0.2 percent from $4.31.
* Olive: $4.30 per $1,000, down 0.7 percent from $4.33.
* Plattekill: $4.37 per $1,000, down 0.7 percent from $4.40.

In New York State, the real property tax is a tax based on the value of real property. Counties, cities, towns, villages, school districts, and special districts each raise money through the real property tax. The money funds schools, pays for police and fire protection, maintains roads, and funds other municipal services enjoyed by residents.
Market value is determined by the Department of Taxation and Finance and reflects the amount of money a buyer would be willing to pay a seller for property offered for sale on an open market, over a reasonable amount of time, where both the buyer and seller are well informed and neither is under undue pressure to act.
In New York State each municipality is authorized to assess the property at market value or some fraction of market value. The assessed value is a uniform percentage of the market value of the property as of January 2 for any given year.
Property tax is calculated by multiplying the full value (FV) with the corresponding rate per 1000 of full value. Base tax is an estimate of what an owner not benefiting from tax exemptions or reductions would pay.
The NYS Office of the State Comptroller(OSC) calculates:
- a full value (FV) municipal tax rate by dividing the total municipal levy (general town and highway levy, plus fire protection and other dependent special district levies) by the total full taxable value (for municipal purposes) per $1000 full valuation;
- a full value (FV) county tax rate by dividing the county tax levy (county general tax levy plus county district levies, with adjustments) by the total full taxable value (for county purposes) per $1000 full valuation;
- a full value (FV) school tax rate by dividing the school tax levy (school general levy plus library levy) by the total full taxable value (for school purposes) per $1000 full valuation.
